The method comprises the steps that firstly, high-quality waste steel with the impurity content lower than 13% is selected as an original alloy material and heated through a blast furnace to generate liquid steel, a carburant is added, and the carbon content of the liquid steel is increased; 2, transferring the molten steel into a converter or an electric arc furnace for secondary smelting, adding a silicon-manganese alloy into the molten steel, heating the molten steel to 1400-1800 DEG C, and keeping the temperature for 1.5-2.5 h, so that the silicon-manganese alloy is molten and fused with the molten steel; and thirdly, a deoxidizing agent is added into the liquid steel, and the mixed liquid steel is stirred.
