Obtaining an internal force response of the bottom of the pier when the seismic mitigation and isolation support is not arranged so as to obtain a first shearing force and a first bending moment; acquiring internal force response of the bottom of the pier when the seismic mitigation and isolation support is arranged so as to obtain second shearing force and second bending moment; and calculating the pier damping rate.
