The heat-conducting silica gel is composed of a component A and a component B in a mass ratio of 1: 1, the component A comprises a mixed filler, vinyl silicone resin and a catalyst; the component B comprises mixed filler, vinyl silicone resin, hydrogen-containing silicone oil and an inhibitor; the mixed filler comprises a functionalized inorganic powder heat-conducting filler and modified reduced graphene oxide with the mass fraction of less than or equal to 10%; the modified reduced graphene oxide is prepared by treating graphene oxide modified by a water-soluble cation organic matter with a reducing agent; the functional inorganic powder heat-conducting filler is an inorganic powder heat-conducting filler modified by oxygen-containing small organic molecules.
