The invention relates to a liquid static emulsifying and stirring device which comprises a pre-stirring pipe and a homogeneous emulsifying pipe connected to the pre-stirring pipe, the pre-stirring pipe can be used for inputting liquid raw materials and additives pushed by formulating pressure, and the liquid raw materials and the additives are pre-stirred and mixed through a spiral channel of the pre-stirring pipe to form mixed liquid; according to the homogenizing and emulsifying pipe system, a plurality of emulsifying inner cylinders which are stacked up and down and are respectively provided with a plurality of homogenizing through holes which are densely arranged are arranged in an outer cylinder, so that mixed liquid is output after being homogenized and emulsified. The invention can be applied to various liquids needing to be homogenized and emulsified, such as fuel oil, chemical industry, liquid food and the like, and particularly can reduce the condition of incomplete combustion and reduce air polluti
