The device comprises a sensor module, a weather acquisition module communicating with the sensor module, a storage module storing data signals of the weather acquisition module, a very high frequency transceiving module, an ASR processing module connected with the very high frequency transceiving module and a main processing module, and a TTS processing module connected with the very high frequency transceiving module and the main processing module. And the main processing module is used for realizing information transmission among the modules.
