The high-precision rotating table is assembled on the side wall of the supporting table; the first piezoelectric glass and the second piezoelectric glass are arranged on one side of the high-precision rotating table; the liquid crystal filled photonic crystal fiber sequentially penetrates through the supporting table, the high-precision rotating table, the first piezoelectric glass and the second piezoelectric glass from left to right; the first piezoelectric glass and the second piezoelectric glass loaded on the high-precision rotating table rotate relative to the liquid crystal filled photonic crystal fiber, and a rotating electric field is applied to control a director of the liquid crystal; the positive electrode and the negative electrode of the controllable voltage source are connected with wires.
