The invention provides a method and a system for breaking and modifying surrounding rock of an anti-scour roadway of a coal mine. According to the method, roadway surrounding rock is sequentially divided into a grouting reinforcement area and a fragmentation weakening area from inside to outside in the radial direction; a plurality of drill holes extending in the radial direction are drilled in the surrounding rock of the roadway till a fragmentation weakening area, and a rock hydraulic crack initiation device is placed at the bottom of a predetermined part of the drill holes; and the fragmentation weakening area is divided into multiple layers in the radial direction, in the direction from the outer layer of the fragmentation weakening area to the inner layer of the fragmentation weakening area, layer-by-layer circulating damage crushing is conducted on the complete surrounding rock area in the fragmentation weakening area in sequence through a rock hydraulic crack initiation device till the damage crushing
