According to the method disclosed by the invention, an asymmetric encryption mode is applied, an encryption public key of each client side is adopted to encrypt the issued quantum key, and the quantum key is decrypted through an encryption private key of the client side, so that the quantum key does not appear in a transmission channel in a plaintext in the whole issuing and transmission process, and the quantum key cannot be transmitted in the transmission channel. The probability that the quantum key is stolen is greatly reduced, and the quantum key is absolutely random and unpredictable, so that safe encryption and decryption operation can be carried out even in an unsafe network environment.
