The method comprises the steps that a plurality of balance cycles are set according to the cycle length requirement of a nuclear power plant; determining operation flexibility requirements of the nuclear power plant; determining a final reactor core scheme of each balance cycle; according to the operation flexibility requirement of the nuclear power plant, on the basis of a final reactor core scheme, a burnup model of each balance cycle is formed in a branching mode; selecting a burnup model of one balance cycle, and forming disturbance transition from the former burnup model to the latter burnup model by adopting the type and number of new components of the other balance cycle; disturbance transition among all balance cycles is completed; and cycle coupling among the first cycle, the transition cycle and the balance cycle is decoupled, and the fuel management design difficulty and workload are greatly reduced.
