The method comprises the following steps: constructing an intra-day wind power ultra-short-term prediction model; constructing an MPC prospective fluctuation decomposition function based on the SOC and rated power constraint of the hybrid energy storage system; decomposing the wind power ultra-short-term prediction discrete value into a long-time-scale low-frequency square wave and an over-time-scale high-frequency sub-harmonic based on a fluctuation decomposition function; an MPC control system of a wind power fluctuation low-frequency square wave component is constructed according to the characteristics of the lithium iron phosphate battery; constructing a real fuzzy control system of a wind power fluctuation high-frequency harmonic component according to the characteristics of the super capacitor; the MPC control system and the real fuzzy control system are combined to construct a wind power plant
