The invention provides polyurethane synthetic leather based on polyurethane waste materials and a preparation method of the polyurethane synthetic leather, and relates to the field of recycling of the polyurethane waste materials. The preparation method of the polyurethane synthetic leather comprises the following steps: firstly, crushing and classifying a polyurethane waste material to obtain polyurethane recovery particles; coating the surface of release paper with the waterborne polyurethane surface layer slurry, and spraying the polyurethane recovery particles on the surface layer slurry to prepare a waterborne polyurethane surface layer coating; and then sequentially carrying out the steps of polyurethane high-solid layer slurry coating, waterborne polyurethane bonding layer slurry coating, base material attaching and the like to prepare a final finished product. By adopting the method provided by the invention, the polyurethane synthetic leather which is solvent-free, pollution-free, safe, reliable, goo
