The poor material is wholly soaked by adopting a solvent; removing part of the solvent to a preset content by adopting a roller; carrying out wet crushing to a preset size; drying the materials subjected to wet crushing; carrying out pin-rod type scattering treatment on the dried material; carrying out separation treatment on the scattered material; carrying out crushing treatment on the pole powder subjected to the separation treatment; and carrying out screening and demagnetizing treatment on the crushed pole powder.
