The method comprises the steps of obtaining a target unitary matrix; when the order of the target unitary matrix is larger than a preset value, a first preset decomposition rule is used for decomposing the target unitary matrix to obtain a first matrix, a second matrix and a third matrix, the first matrix and the second matrix are block diagonal matrixes, and the third matrix is a block matrix; the first matrix, the second matrix and the third matrix are decomposed respectively, a plurality of target quantum logic gates are obtained, and each target quantum logic gate comprises a rotating logic gate and a single-bit controlled gate of a specific type; and generating a target quantum circuit comprising the target quantum logic gate. According to the embodiment of the invention, the depth of the quantum circuit can be reduced, the simulation efficiency of the quantum circuit is improved, and the ex
