The invention belongs to the field of plasma electric propulsion systems, and particularly relates to a plasma electric propulsion system and a propulsion method thereof.The plasma electric propulsion system comprises a shell, a propulsion channel, a coaxial reverse air inlet device and an ionization device; the propulsion channel comprises an air inlet channel, an ionization channel and a spray pipe which are communicated in sequence; an outer cooling channel, an inner cooling channel and a turn-back channel are arranged between the outer wall of the propelling channel and the inner wall of the shell, and a cooling channel inlet communicated with the outer cooling channel is further formed; a cooling channel outlet is formed in the downstream position of the air inlet channel shell; the plasma electric propulsion system has the advantages that the plasma electric propulsion system is simple in cooling structure and high in energy utilization rate, and accordingly the plasma electric propulsion system can be
