The low-nickel high-impurity-element material can be cobalt-nickel hydrometallurgy intermediate slag, various recycled nickel-containing catalysts which are calcined to remove organic matters, nickel-containing electroplating sludge and the like. The method mainly comprises the following steps: pretreatment, oxidation and acid leaching, neutralization and precipitation of leachate, curing of part of neutralized and precipitated slag by sulfuric acid to remove silicon, copper removal by a copper extraction agent LIX984, nickel enrichment by a nickel special-effect extraction agent HBL110, aluminum removal by alkalization of neutralized and precipitated slag in a sodium carbonate aqueous solution, and chromium removal of neutralized and precipitated slag in the sodium carbonate aqueous solution.
