The embodiment of the invention provides a method for determining the aggregation level of a downlink control channel and a communication device. The AL of a PDCCH (Physical Downlink Control Channel) can be accurately determined in a multi-stream spatial stream scene. The method comprises: a network device sending a first reference signal and first indication information to a terminal device, the first indication information being used for indicating the terminal device to feed back first channel state information (CSI), the first CSI comprising a channel quality indicator (CQI) corresponding to a first precoding matrix obtained by the terminal device measuring the first reference signal; the network equipment receives the first CSI from the terminal equipment; and the network equipment determines the aggregation level of the downlink control channel according to the CQI corresponding to the first precoding matrix in the first CSI.
