The method comprises the following steps: acquiring load response data of a power user; calculating a response load completion rate, a response time effective rate, an annual response completion effective rate, a total load power and an adjustable total load power of the power utilization user based on the load response data; and performing weighted summation calculation on the response load completion rate, the response time effective rate, the annual response completion effective rate, the total load power and the total adjustable load power to obtain a response capability evaluation value of the power utilization user.
