Zusammenfassung:Provided are: a composition with which it is possible to obtain a metal-clad laminate having a low relative dielectric constant and dielectric loss tangent and improved adhesion of a composition layer to a metal layer; a metal-clad laminate provided with a composition layer comprising the composition; and a method for producing the metal-clad laminate. The composition contains a fluorine-containing polymer A1 containing a unit based on a fluoroolefin and a unit based on a monomer having an adhesive functional group, and an inorganic filler having a specific surface area of less than 5.5 m2/g, the content of the fluorine-containing polymer A1 relative to the total volume of the solid content of the composition being less than 1%.
