The method comprises the following steps: collecting network equipment information and environment parameters; constructing a wireless network based on the collected data, and modeling the wireless network as an NOMA uplink network; in the NOMA uplink network model, the track of the unmanned aerial vehicle is optimized by calculating the distance between the node and the position and selecting the position capable of covering the most uncovered nodes; the optimal equipment division mode is selected by calculating the cutting weight; and establishing a power equation model among the communication capacity, the transmission power and the interference factors among the devices, and realizing power distribution of the devices.
