The invention relates to a graphene-containing substrate and a preparation method thereof, and the method comprises the steps: providing a substrate which comprises an insulating layer and a metal layer disposed on the surface of the insulating layer; providing a carbon-containing precursor to a surface of the metal layer facing away from the insulating layer; applying a laser source to the surface of the carbon-containing precursor to diffuse carbon atoms in the carbon-containing precursor into the metal layer to form a carbon-containing solid solution; removing the laser source, so that carbon atoms in the carbon-containing solid solution are at least separated out to one side, facing the insulating layer, of the metal layer, and a graphene layer located on the surface of the insulating layer is formed; the metal layer and the graphene layer are separated, the insulating layer and the graphene layer located on the surface of the insulating layer are reserved, and the substrate is prepared.
