Local historical photovoltaic and hydroelectric data are obtained, daily illumination radiation quantity is obtained through daily temperature data, then the relation between illumination radiation and evaporation capacity is determined according to changes of the illumination radiation quantity and the evaporation capacity in a single day, and average data in a single month is adopted as substitution data, so that the calculation amount can be reduced; the reservoir water level and the photovoltaic generating capacity are further confirmed through the illumination radiation quantity and the evaporation quantity; and the two are fitted in the same calculation formula to determine the intraday generating capacity through the intraday temperature and the initial reservoir water level data at the beginning of a month, so that the clean energy storage load capacity is estimated.
