Titanium dioxide has the advantages of biochemical inertness, non-toxicity, harmlessness, good stability and environmental friendliness and can catalytically decompose formaldehyde into carbon dioxide and water under irradiation of ultraviolet light, the ultraviolet light can be obtained by converting visible light absorbed by the up-conversion luminescent material, and titanium dioxide can catalytically decompose formaldehyde into carbon dioxide and water under the ultraviolet light condition provided by the up-conversion luminescent material. The formaldehyde adsorbed by the activated carbon can be efficiently and quickly catalytically decomposed into carbon dioxide and water, and secondary pollution to the environment due to reverse release of the formal
