The method comprises the steps that two load balancing devices are divided into one set of load balancing devices, and the two load balancing devices are in a main-standby relation; dividing the two sets of load balancing equipment into a load balancing access group, wherein the two sets of load balancing equipment in the load balancing access group are in a main-standby relationship; access layer switches are divided into two planar environments, each planar environment comprises two access layer switches, and the two access layer switches in each planar environment communicate with one set of load balancing equipment in different load balancing group equipment respectively; and the access layer switch communicates with the core switch so as to form a load balancing resource pool. According to the load balancing resource pool structure, plane switch
