The invention discloses a metasurface unit and a metasurface control system and method, and relates to a metasurface unit and a metasurface control system and method. The metasurface unit comprises six layers, namely a first copper layer, a first polypropylene layer, an epoxy resin layer, a second copper layer, a second polypropylene layer and a third copper layer; the first copper layer is formed by connecting a copper metasurface shape unit, two capacitors and a variable capacitance diode. The metasurface unit is provided with the active element and the passive element, regulation and control of electromagnetic reflection waves can be achieved by changing the capacitor applied to the diode, and phase regulation and control of the electromagnetic reflection waves under different frequency bands can be achieved by changing the capacitance value of the capacitor. Therefore, the metasurface can conveniently regulate and control electromagnetic waves, and the defect that the metasurface only responds to a specif
