Zusammenfassung:	The invention relates to the technical field of fuel cells, in particular to a tail gas recycling fuel cell and a vehicle, the fuel cell comprises an air separator, a heater, an electric pile, an axial flow turbine, a generator motor and a storage battery; the axial flow turbine drives the generator motor to rotate; the generator motor is electrically connected with the storage battery; the electric pile comprises an air side inlet and a tail exhaust port; the air separator comprises an outlet, and an oxygen permeation membrane is arranged on the outlet; the heater is arranged on the oxygen permeation membrane; the exhaust port and the air separator outlet are respectively communicated with the air side inlet through the axial flow turbine; the tail exhaust port of the electric pile is communicated with the inlet of the axial flow turbine, separated high-temperature and high-pressure oxygen and tail exhaust gas are heated, the axial flow turbine can be pushed to rotate, then the generator motor is driven to r
