The method comprises the following steps: randomly selecting rice seeds from seeds, and dividing the rice seeds into a plurality of groups according to body length; selecting test seeds from the rice seeds, disinfecting the test seeds, and cleaning and airing the test seeds; putting the test seeds into a culture dish, adding a nutrient solution and a penetrating fluid into the culture dish, and then putting the culture dish into a temperature-controlled and humidity-controlled incubator for culturing; and taking out the culture dish from the incubator, and calculating the average survival rate and root-bud ratio of the test seeds according to the germination condition of the test seeds.
