The composite soil stabilizer is prepared from the following raw materials in percentage: 80 to 90 percent of mucky muck with high water content, 1 to 9 percent of cement, 0.1 to 1 percent of high-molecular polymer liquid additive, 0.5 to 1.2 percent of adhesive and 0.3 to 0.8 percent of preservative. The invention provides a composite soil stabilizer and a preparation method thereof.The curing agent is mainly prepared from high-water-content mucky muck, cement and a high-molecular polymer liquid additive, the high-water-content mucky muck is used as a main raw material, the water-containing characteristic of the high-water-content mucky muck is utilized, and the water stability characteristic of the cement is combined; under the auxiliary action of the high-molecular polymer liquid additive, the curing agent can well adapt to property differences of different soil bodies, the curing effect is more universal and more effectiv
