According to one embodiment of the present invention, a monitoring camera image processing device linearly controls the noise removal intensity in accordance with a sensor gain amplification amount in an image acquired by an image capturing unit from a low-illumination environment, reduces the noise removal intensity in accordance with the moving speed of an object when the object is recognized from the image, and reduces the noise removal intensity in accordance with the moving speed of the object when the object is recognized from the image. This makes it possible to maintain the noise removal intensity that minimizes motion ghosting. In the present invention, one or more of a surveillance camera, an autonomous vehicle, a user terminal, and a server can be linked to an artificial intelligence module, a robot, an augmented reality (AR) device, a virtual reality (VT) device, a 5G service-related device, and the like.
