The method comprises the steps that the demand quantity of a user for resources is divided into a high demand, a medium demand and a low demand; dividing resource states into busy, normal and idle states; calculating the membership degree of each demand quantity and the membership degree of each resource state by using a membership function; according to the membership degree of the demand quantity and the membership degree of the resource state, deciding the quantity of resources allocated to the user; abstracting the user demand and the resource state as nodes, and establishing edges for connecting the nodes according to the relationship between the user demand and the resource state to form a directed graph model; the edges represent rules and constraints of resource allocation; establishing an objective function and constraint conditions according to a specific optimization o
