Comprising a cylindrical pipe body, the pipe body comprises an upper half pipe body and a lower half pipe body which are symmetrically arranged up and down, one side of the upper half pipe body and one side of the lower half pipe body are hinged through a hinge, the other side of the upper half pipe body and the other side of the lower half pipe body are clamped through a buckle mechanism, and a cylindrical through hole for a cable to penetrate through is formed in the center line of the pipe body and penetrates through the whole length direction of the pipe body. The lower half pipe body is provided with an elastic circumferential cutting mechanism used for realizing circumferential cutting of a cable sheath and an elastic longitudinal cutting mechanism used for realizing longitudinal cutting of the cable sheath.
