The development of the new oil and gas field block comprehensively considers oil, gas and water pipe networks of the relied area, and the problem that the crude oil yield of an old oil field cannot be increased by newly adding an adjusting well or increasing the liquid production capacity due to the fact that the production water treatment capacity of a built platform of the relied area is limited and the conveying capacity of an output subsea pipeline is insufficient is systematically solved. And meanwhile, a regional gas transmission pipe network is formed through material flow redirection of the built subsea pipeline and a new mixed transportation subsea pipeline and a new gas transmission subsea pipeline, so that the problems of resource waste and environmental pollution caused by insufficient utilization of regional associated gas and combustion in a torch emptying s
