Zusammenfassung:	The invention belongs to the technical field related to vehicle transportation scheduling, and discloses a vehicle speed and path planning method considering travel time reliability. The planning method comprises the following steps: S1, simplifying an urban transportation road network so as to obtain a directed graph corresponding to an urban transportation road queen; s2, obtaining and counting the travel time of the construction material transport vehicle on the basic road section and the intersection; s3, according to the travel time of the construction material transport vehicle, constructing a model of the total travel time of the construction material transport vehicle from the start point to the end point when the construction material transport vehicle completes one task; and S4, by taking the total travel time as an optimization target and the feasible region of the running speed of the construction material transport vehicle as a constraint condition, constructing an optimization model and solving
