The high-strength steel is composed of the following elements in percentage by weight: 0.085%-0.18% of C, 0.9%-1.65% of Mn, 0.01%-0.25% of Si, 0.05%-0.2% of Cr, 0.01%-0.05% of Nb, 0.01%-0.08% of Ti, 0.05%-0.5% of Ni, less than or equal to 0.005% of S, less than or equal to 0.020% of P and the balance of Fe and inevitable impurities. Through the design of high-strength steel components and the hot rolling process, the surface oxide scale structure of a hot-rolled finished product is optimized, the thickness of the oxide scale is reduced, falling of the oxide scale in the decoiling process is obviously reduced, the generated problem that oxide is pressed into pits is avoided, and the excellent steel plate surface quality is obtained.
