A midspan side avoiding groove which is concavely formed in the length direction is formed in the center of the midspan end of the base main body in the width direction; the base main body at the midspan side avoiding groove is connected with at least one group of base filling sections capable of filling the midspan side avoiding groove through a split assembly structure; and the base filling section is matched with the jacking stroke of the cable saddle to fill the midspan side avoiding groove of the base main body.
