The method comprises the steps that a currently-collected one-dimensional electric energy data sequence Q containing missing data and a one-dimensional electric energy data sequence P collected in the same period of the last year are recombined into a one-dimensional electric energy data sequence E; the one-dimensional electric energy data sequence E is converted into a matrix Mp (e) with the same anti-diagonal element value, and the matrix Mp (e) is approximately decomposed into low-rank matrixes U and V and a residual matrix S; calculating an estimation matrix A according to A = UV + S; and estimating missing data in the one-dimensional electric energy data sequence E by using the estimation matrix A so as to obtain the missing data in the currently collected one-dimensional electric energy data sequence Q containing the missing data.
