The construction method comprises the steps that positioning holes are formed in a rock stratum corresponding to a to-be-blasted area; a part of rock stratum is selected from the rock stratum abutting against the existing tunnel to form a rock protection layer, a vibration reduction hole set is formed in the rock protection layer, the rock protection layer is located between the rock stratum corresponding to the to-be-blasted area and the existing tunnel, and the vibration reduction hole set is provided with at least one vibration reduction hole; explosive, a water bag and stemming are loaded into the positioning holes; explosives are used for blasting the rock stratum corresponding to the to-be-blasted area, and vibration generated by the explosives is absorbed through the vibration reduction holes. Therefore, the rock protection layer is arranged between the rock stratum corresponding to the to-be-blasted area and the existing tunnel,
