Provided is a polymer electrolyte membrane which contains a block copolymer that contains one or more ionic segments and one or more non-ionic segments, the ion exchange capacity of the block copolymer being greater than 2.0 and less than 3.1, and which has a co-continuous phase separation structure, the average period size of the co-continuous phase separation structure observed by a transmission electron microscope is less than 110 nm, and the average period size (nm) of the phase separation structure and the ion exchange capacity (meq/g) satisfy the following relationship: average period size/ion exchange capacity > = 21.
