The invention relates to a bogie axle box spring assembling tool and a using method thereof.The bogie axle box spring assembling tool comprises a bogie axle box spring device and a mounting device, and the mounting device can assist in mounting of the bogie axle box spring device; the bogie axle box spring device comprises: a frame body comprising a mounting frame; the positioning assembly comprises a positioning shaft and a positioning sleeve; an axlebox spring; the positioning rotating arm comprises a connecting part and an abutting part, the abutting part is located above the axle box spring, the mounting device drives the abutting part to abut against the axle box spring, so that the connecting part is located between the positioning sleeve and the positioning shaft in the horizontal direction, and the connecting part, the positioning shaft and the positioning sleeve are concentrically arranged and then penetrate through the positioning shaft, the abutting part and the positioning sleeve through fasteners
