A vacuum ceramic microbead heat preservation and insulation system comprises a heat conduction primer layer, a heat preservation and insulation coating and an anti-radiation ion layer which are sequentially coated. The heat-conducting primer layer is formed by coating metal heat-conducting primer on the surface of the base layer; the heat preservation and insulation coating is formed by coating the surface of the cured heat conduction primer layer with vacuum ceramic microbead heat preservation and insulation paint; and the anti-radiation ion layer is formed by coating the surface of the cured heat preservation and heat insulation coating with anti-radiation paint finish paint.
