The method comprises the following steps: acquiring characteristics, connection topology and measurement data of all electrical nodes in the power system; classifying all the electrical nodes according to the properties of the electrical nodes; according to the condition that dynamic state estimation has observability, all electrical nodes are clustered according to the quantity of the measurement data of each electrical node to obtain full data, first-class missing data and second-class missing data, and the electrical node connection topology is combined, so that the reliability of the electrical nodes is improved. And carrying out observability area expansion through dynamic state estimation and data completion carried out based on the type of the electrical node, and determining an observability area, a processed observability area and a non-observability area of dynamic state estimation.
