The treatment method comprises the following steps: fully mixing the denitrified secondary aluminum ash with water to obtain a mixed solution containing fluorine ions; adding hydroxyapatite into the mixed solution containing fluorine ions obtained in the step (1), and carrying out primary reaction to generate fluorapatite; and adding an acetic acid solution into a reaction system, continuously reacting to generate fluorapatite and removing fluorine ions in the mixed solution.
