The lightweight thermal-insulation high-strength foam concrete is prepared from the following raw materials in parts by mass: 30-50 parts of phosphate tailings, 50-70 parts of steel slag, 0.5-1 part of a foam stabilizer, 3-5.1 parts of a foaming agent and 30-51 parts of water. The dry density of the lightweight thermal-insulation high-strength foam concrete provided by the invention is 0.6-0.9 g/cm < 3 >, the compressive strength is 12-15MPa, and the heat conductivity coefficient is 0.08-0.12 W/(m.K).
