The method comprises the following steps: collecting historical operation data of each charging station in a charging station cluster; determining load peak characteristics of each charging station according to the historical operation data; predicting a load characteristic curve of each charging station in the next day according to the historical operation data; and establishing a charging station cluster regulation potential evaluation model according to the load characteristic curve and the load peak characteristics so as to evaluate the regulation potential of the charging station cluster.
