A method for manufacturing pre-seed particles comprising, consisting of, or consisting essentially of mixing starting seed latex particles, a monomer mixture comprising at least one monomer and at least one copolymerizable surfactant, at least one initiator and a chain transfer agent is disclosed. The pre-seed particles, a monomer mixture including at least one monomer and at least one copolymerizable surfactant, and at least one initiator may then be mixed to form oligomer seed particles.
