Solid electrolytic capacitor and method for manufacturing same

A solid electrolytic capacitor includes a capacitor element having an anode foil having a porous portion on a surface layer, a dielectric layer covering at least a portion of the porous portion, and a solid electrolyte layer covering at least a portion of the dielectric layer. The anode foil has a first main surface and a second main surface on the opposite side to the first main surface, and includes a first portion including a first end portion and in which the solid electrolyte layer is not formed, and a second portion including a second end portion on the opposite side to the first end portion and excluding the first portion. The capacitor element has, between the first end and the second end, a first insulating region on the first main surface side, and a second insulating region on the second main surface side. A solid electrolytic capacitor in which the hydrophobicity R2 of at least a portion of the second insulating region is higher than the hydrophobicity R1 of the first insulating region is used to
