The personnel searching method based on the regional network comprises the following steps: acquiring image information of missing personnel; the missing person image information is sent to each mobile terminal; acquiring image information sent by each mobile terminal connected with the regional intranet within a preset time period after receiving the image information of the missing person; performing similarity comparison on the face images in the image information and the face images in the missing person image information so as to obtain the image information of which the similarity exceeds a preset threshold value; and acquiring the position information of the mobile terminal corresponding to the image information of which the similarity exceeds a preset threshold as the reference position information of the missing person.
