The steel plate comprises the following chemical components in percentage by mass: 0.06%-0.1% of C, 0.7%-1.0% of Si, 0.5%-0.9% of Mn, less than or equal to 0.012% of P, less than or equal to 0.003% of S, 0.3%-0.5% of Cu, 0.4%-0.7% of Ni, 0.55%-0.75% of Cr, 0.015%-0.04% of Nb, 0.02%-0.05% of Al and the balance of Fe and inevitable impurities. The method comprises a smelting process, a continuous casting process, a rolling process and a cooling process. According to the invention, the problems that the traditional 400Mpa-grade steel for the ocean engineering structure is easy to wear and brittle at low temperature in the polar region can be well solved.
