The device comprises a signal source, a control computer, a waveform generator, a modulator, a signal distributor, a signal transmitting system, a signal receiving system, a coupler, a detector, a signal processing system and a signal monitoring system. Wherein the signal modulation comprises a plurality of parameter modulation forms, and a plurality of modulation signals are combined to serve as a signal source to measure target motion parameters. According to the measuring device and method disclosed by the invention, the dynamic range and precision of system motion error measurement can be improved on the basis of ensuring the imaging performance of the system, and extra motion parameter measuring equipment does not need to be provided.
