The invention provides a hydraulic switching control system for toothed rail train wheels and a toothed rail train. The hydraulic switching control system for the toothed rail train wheels comprises a first hydraulic pump, a roller control valve set, a gear control valve set and two hydraulic motors. Each of the roller control valve group and the gear control valve group comprises a first valve group and a second valve group, and the first valve group is connected between an oil port of the first hydraulic pump and one of the two hydraulic motors so as to control connection and disconnection of the two oil ports of the hydraulic motors and the oil port of the first hydraulic pump through the first valve group; the second valve group is connected between the two oil ports of the hydraulic motor, so that on-off connection between the two oil ports of the hydraulic motor is controlled through the second valve group; and the two hydraulic motors are respectively in transmission connection with rolling steel wheel
