Zusammenfassung:	The invention discloses an intelligent management and control system and method based on power plant safety, and the system comprises an intelligent two-ticket system, a personnel positioning system and a three-dimensional visualization system, and the three-dimensional visualization system comprises a three-dimensional model constructed according to the three-dimensional information of a power plant. And the three-dimensional visualization system receives information of the intelligent two-ticket system and the personnel positioning system, and displays incoming and outgoing personnel in a three-dimensional model in real time. The method comprises the following steps: constructing a panoramic twinborn digital three-dimensional model according to actual three-dimensional information of a power plant; and obtaining real-time information of the intelligent two-ticket system and the personnel positioning system, and generating/eliminating virtual simulation figures corresponding to the on-site teams in the three
